The Insurance Council of Australia (ICA) has released a policy paper titled 'Motor Insurance Policy Paper – A Roadmap for Reducing Rising Premiums,' highlighting the urgent need for coordinated action to address systemic cost drivers behind the 42% increase in comprehensive motor insurance premiums since 2019.

The ICA identifies several factors contributing to rising premiums:

  • Claims Costs: The average claims cost has risen by 42% between 2019 and 2024, reflecting higher expenses for vehicle replacement, parts, and labor, as well as the growing complexity of vehicle technology.
  • Repair Costs: Repair costs have climbed 26% since 2022 due to rising wages, more expensive spare parts, and longer repair times.
  • Accident Towing and Storage Fees: Excessive charges in this area have quadrupled since 2019, driving up costs and premiums for everyone.

To tackle these issues, the ICA advocates for several reforms:

  • Addressing Labor Shortages: Simplifying the hiring process for overseas workers and investing in training to alleviate skills shortages in motor trades.
  • Strengthening Supply Chains: Extending the Motor Vehicle Information Scheme to ensure independent repairers have fair access to vital parts, promoting competitive pricing.
  • Regulating Towing and Storage Fees: Introducing and enforcing caps on excessive charges across all jurisdictions.
  • Cracking Down on Insurance Fraud: Enhancing collaboration between the industry and law enforcement to detect and prosecute fraudulent claims.

These proposed reforms aim to alleviate the financial burden on consumers and ensure the sustainability of the motor insurance industry. Stakeholders, including insurers, repairers, and policymakers, are encouraged to collaborate in implementing these measures to achieve a more equitable and efficient insurance market.
